Home My WebLink About26.08.13 - Minutes, Hag Regional Airport Hagerstown Regional Airport Advisory Commission Meeting Minutes of August 13, 2026 Page 1 of 4 HAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION Minutes of the Open Meeting August 13, 2026 The Hagerstown Regional Airport Advisory Commission (AAC) held a public meeting on Thursday, August 13, 2026, at 3:00 p.m. at the Hagerstown Regional Airport (HGR) Terminal Conference Room, 18434 Showalter Road, Hagerstown, Maryland. Commission members present: Curtis Berry(Vice Chair), Laurence Gross, George Meyer(via- telecom), John Cavey, Aaron Vittini, Rob Ferree and ex-Officio County Commissioner Randall Wagner. County staff members present included Andrew Eshleman (Director of Public Works),Neil Doran(Airport Director), Gene Bolanowski (Airport Operations & Security Manager), and David Douglas (Administrative Assistant). CALL TO ORDER Curtis Berry called the meeting to order on August 13, 2026, at 3:07pm. CITIZEN'S PARTICIPATION None. No visitors were in attendance. APPROVAL OF MINUTES A motion was made by Mr. Ferree and seconded by Mr. Cavey to approve the minutes of the July 9, 2026, meeting. The motion passed unanimously. VOTE TO RECOMMEND-JOHN CAVEY The AAC voted to recommend to the Board of County Commissioners that Mr. Cavey be reappointed to serve a second term. Motion was made by Mr. Ferree and seconded by Mr. Gross. The motion passed unanimously. VOTE TO RECOMMEND-AARON VITTINI The AAC voted to recommend to the Board of County Commissioners that Mr. Vittini be reappointed to serve a second term. Motion was made by Mr. Cavey and seconded by Mr. Gross. The motion passed unanimously. AIRPORT DIRECTOR'S REPORT Neil Doran, Airport Director, provided his report including: ➢ The ShopHGR store is closing on September 30th. Hagerstown Regional Airport Advisory Commission Meeting Minutes of August 13, 2026 Page 2 of 4 ➢ TribLive, a newspaper in the Pittsburg area, visited HGR and wrote a story about Spirit's demise, how the flights went away from Latrobe and about the other airport options in the area. HGR was profiled in the article. ➢ Mr. Eshleman reported on the meeting with Maryland Economic Development Corporation (MEDCO)regarding the MEDCO Site Selection Grant supporting the airport with site preparation and planning and development for the Northwest 40 acres. ➢ Grants for various projects should be ready by early September. ➢ Received approvals from the Board of County Commissioners to start the Air Traffic Control design project. A meeting will be held on August 28th to discuss the project. ➢ A company from North Carolina came to inspect the interior of fuel farms tank and recoat the interior with an epoxy. The tank is approved to hold Jet A [fuel]. ➢ The ARC funded replacement website continues to make progress. The project team is suggesting bringing in a freelance graphic designer to work on the appearance of the site. ➢ New flooring has been installed in the Transportation Security Administration(TSA)breakroom. ➢ Replaced a few signs at the TSA checkpoints. ➢ Blue cones and plastic chains have been added to help keep passengers on the walking path while on the apron. ➢ Repairs to the passenger boarding bridge should be completed by late September or early October. ➢ Negotiations with Sierra Nevada Corporation(SNC) regarding rates for our firefighting services. ➢ Met with Allegiant Airlines about their next business permit and rate settings. ➢ Received a check for more than $16,000.00 to reimburse the airport for tax expenses for residential properties that the state charged. ➢ Expedia has signed an agreement with Allegiant where you can purchase Allegiant tickets through Expedia.com. ➢ AmeriGo is open for business but experienced some computer/network issues needing to be work through. ➢ Several open airport positions still need to be filled. AIRPORT OPERATIONS REPORT Mr. Bolanowski, Airport Operations & Security Manager,provided his report including: ➢ Planning meetings for the student career expo being held at the Rider Jet Center are going well. The Golden Knights will do one parachute drop over the airport for the event -weather permitting. ➢ Mr. Bolanowski met with the [Maryland] Air National Guard regarding their Emergency Operations Plans. ➢ Mr. Bolanowski visited the airport in Winchester, Virgina. They are in the process of developing an Airport Emergency Plan. Hagerstown Regional Airport Advisory Commission Meeting Minutes of August 13, 2026 Page 3 of 4 ➢ Runway Safety Action Team(RSAT) annual meeting was held to discuss runway safety issues. ➢ President of the United States (POTUS)visited on the 31 st ➢ Mr. Bolanowski and Mr. Doran participated in a TSA intelligence briefing. ➢ Maryland Aviation Administration(MAA) inspection was conducted today. ➢ Several events/meetings are upcoming; o On August 18th Terminal Expansion meeting o On August 26th Pittsburg Institute of Aeronautics (PIA) is having a ribbon cutting for their hangar expansion o On August 27th a meeting with the county and Emergency Management to review the airport's Emergency Plan o On September 12th Wings and Wheels will be held at the Hagerstown Aviation Museum(HAM) o On October 3rd the airport will have a full scale drill AIRLINE SERVICES UPDATE Ms. Smith, Airline Station Manager, was unable to attend the meeting but Mr. Doran reported updates on her behalf: ➢ Push-backs are going great. Good communication/cooperation with the tower and TSA. ➢ Replaced the hot dog grill. ➢ Liquor License hearing is next Wednesday the 19th ➢ Staff has been taking the Techniques of Alcohol Management(TAM) training. ➢ It has been a busy summer season, and we are completely staffed with respect to airline positions. COMMISIONER UPDATE Mr. Wagner, County Commissioner, provided his report including: ➢ Mr. Wagner had no updates BUSINESS DEVELOPMENT UPDATE Mr. Horowitz, Director, Business Development, was unable to attend the meeting. No update given. AAC MEMBER UPDATES Hagerstown Regional Airport Advisory Commission Meeting Minutes of August 13, 2026 Page 4 of 4 ➢ Mr. Berry gave member updates including: o Young Eagles event scheduled for this weekend CLOSED SESSION Motion made at 3:49 pm by Mr. Gross and seconded by Mr. Vittini to enter closed session to Consider a matter that concerns the proposal for a business or industrial organization to locate, expand, or remain in the State Consult with staff, consultants, or other individuals about pending or potential litigation Present during the closed session were Curtis Berry(Vice Chair), Laurence Gross, George Meyer (via-telecom), John Cavey, Aaron Vittini, Rob Ferree and ex-Officio County Commissioner Randall Wagner. County staff members present included Andrew Eshleman (Director of Public Works),Neil Doran(Airport Director), Gene Bolanowski (Airport Operations & Security Manager), and David Douglas (Administrative Assistant). Gene Bolanowski (Airport Operations & Security Manager), and David Douglas (Administrative Assistant)were asked to leave during the end of the closed meeting. In closed session, the commission discussed; • Considering a matter that concerns the proposal for a business or industrial organization to locate, expand, or remain in the State • Consult with staff, consultants, or other individuals about pending or potential litigation RECONVENE IN OPEN SESSION Motion made at 4:41 pm by Mr. Gross and seconded by Mr. Ferree to re-enter open session. The motion passed unanimously. ADJOURNMENT Motion made to adjourn by Mr. Gross. Motion was seconded by Mr. Ferree.
